Liquids, Aerosols, Gels, and Tamper-Evident Bags
Countries are working to develop and deploy new airport screening technologies capable of detecting harmful substances in liquids, aerosols, and gels.
At the same time, the threat posed by GALs has been addressed through the publication of security screening guidelines for carrying GALs, including specifications for tamper-evident security packs purchased on board and at airports.
ICAO developed and disseminated the volume control measures currently applicable to GALs after revealing in 2006 the conspiracy by terrorists to assemble improvised explosive devices to destroy aircraft in flight using dangerous components carried by seemingly ordinary GALs.
In October 2008, guidance materials were provided to countries to help ensure that the GAL security screening guidelines were implemented in a coordinated manner worldwide.
Security Anti-Theft Bags (STEBs) were developed to prevent volume control of liquids purchased at airport retailers or on aircraft and carried by transit passengers. Details on their production, of particular interest to potential suppliers, can be found on the linked page.
Since the use of liquid explosives remains a major aviation security issue, current ICAO guidelines on the security screening of GALs are effective in mitigating the threat posed by liquid explosives and should remain in place until they come into force and are universally applied by all Member States. Efficient and widely used detection techniques will help gradually replace current restrictions.
